European Conference of Landscape Architecture Schools (ECLAS)

ECLAS is a group of Landscape Architecture educators who felt the need to meet and compair there work and emphasises. It was formed in 1990, the same year as EFLA and ELASA, and is meeting once a year.

From the ECLAS-meeting in Edinburgh in August 1994 we have got these statutes for the European Conference of Landscape Architecture Schools:

1. OBJECTIVES

The European Conference of Landscape Architecture Schools is a non profit making organisation which exists to promote communication and discussion between those involved in higher education in Landscape Architecture, in its broadest sense, and promote and advance the subject in its teaching, practice and research throughout Europe.

2. MEMBERSHIP

Full membership is open to all members of staff of other schools of Landscape architecture throughout Europe. Associate membership is available to individual members of staff of other schools of Landscape Architecture, and those who teach part time or who teach Landscape Architecture elsewhere in higher education.

3. FEES

There is, for the moment no fee for membership, the costs of administration and correspondence being covered by the charges for the attendance at the conferences which are the principal activities of the organisation.

4. COMMITTEE

The European Conference of Landscape Architecture Schools is managed by a committee of at least six members representing schools of higher education in Landscape Architecture in different parts of Europe. In order to maintain a link to the European Foundation for Landscape Architecture and through it to the sources of information and centres of European political decision making two Members of the committee shall be national representatives on the Assembly of the European Foundation for Landscape Architecture.

5. COMMITTEE ELECTIONS

The members of the Committee shall be elected or re-elected annually at the Annual Conference. In the event of a contest the Conference may agree to vote by show of hands or by secret ballot. One member of the Committee shall be the President of E.C.L.A.S. who shall be reelected by the members present at the Annual Conference they shall be decided by the Committee. Nominations for Committee membership or for the position of President or Secretary may be made in Writing before the Annual Conference or at the business meeting at the conference.

6. ANNUAL CONFERENCE

The European Conference of Lanscape Architecture Schools organises an annual conference in a different country each year. The annual Conference is organised by a host higher education institution which is responsible for the detailed arrangements of the conference, the selection and invitation of speakers circulation of programme notices, accomodation for delegates, meals, field visits and other incidentals. Arrangements will be made as inexpensive as possible as far as is compatible with acceptable standards.

7. CONFERENCE ARRANGEMENTS

The programme of conference topics shall be decide at least one year in advance at a business meeting to be held at the Annual Conference. Ideally both the topic and venue will be agreed at the Annual Conference two years ahead. The Annual Conference may agree to follow a programme of related topics over a sequence of three to five years, though this may be superseded in the light subsequent events by the arrangement of the Annual Conference. Once the general topic has been agreed by the Annual Conference the host institution will have the freedom to develop the theme as it sees fit, subject to agreement with the Committee.

8. INTERNATIONAL RELATIONS

The European Conferance of Landscape Architecture Schools will seek to develop mutually advantageous relatonships with other international or national bodies concerned with the development of Landscape Architecture education. It will maintain its relations with C.E.L.A.(the Council of Educators in Landscape Architecture) in North America and extend to its President a standing invitation to participate as E.C.L.A.S.’ guest in the proceeding of the Annual Conference. It will also welcome as delegates members of all international or national organisations concerned with Landscape Architecture education, representatives of schools and teachers in the subject.

9. CHANGES IN STATUTES

Changes in these Statues can only be made by prior notice and agreed by two thirds majority of those present at the business meeting at the Annual Conference. Proposals for changes to Statues should be submitted in writing to the Secretary of the Committee at least three months before the proposed Annual Conference to allow for circulation and discussion of the proposal with the conference notices, and representations from those not able to be present at the meeting. Proposals for change should set out the exact wording of the proposed text of the Satues, together with a short explanation of the reason, or intentions of the changes.
